Overview Open closing dates 09152020 to 10312020 Service Competitive Pay scale grade GS 15 Salary 126,810 to 170,800 per year Appointment type Permanent Work schedule Full-Time Duties Summary This announcement is issued under the Direct Hire Authority (DHA) to recruit for positions for which there is a critical hiring need. Selectee(s) will receive a career or career-conditional appointment in the competitive service and may be required to serve a one year probationary period. Responsibilities Joining the Cybersecurity and Infrastructure Security Agency (CISA) means being part of the team focused on securing the Nation's physical and cyber infrastructure against threats to public health and safety, economy, and national security. This is an agency-wide position, which is comprised of several geographically separated divisions with a nationwide force Infrastructure Security Division, Cybersecurity Division, Emergency Communications Division, National Risk Management Center and several organizational units. Typical work assignments include Serve as an expert consultant evaluation for functional teams, to assist them in anticipating, identifying, evaluating, mitigating and minimizing risks associated with IT systems vulnerabilities. Apply mastery of IT systems security principles, concepts and methods, including state-of-the-art and emerging techniques and products, to recommend appropriate technical strategies to resolve complex and persistent IT security challenges. Provide assistance in resolving complex technical issues as they arise. Work closely with DHS components to assure appropriate project and resource integration are documented and justified. Implement higher-level security requirements such as those resulting from laws, regulations, or Presidential directives. Integrates security programs across disciplines. Review proposed new systems, networks, and software designs for potential security risks. Resolves integration issues related to the implementation of new systems with the existing infrastructure. Coordinate and provide expert technical support to enterprise-wide cyber defense technicians to resolve cyber defense incidents. Travel Required Occasional travel - You may be expected to travel 1 to 5 nights per month for this position. Supervisory status No Promotion Potential 15 Requirements Conditions of Employment You to apply for this position. You must successfully pass a background investigation. Selective Service registration required. You must be able to obtain and hold a Top SecretSCI or lower level security clearance as identified by CISA. Qualifications This is an open continuous announcement for 365 days, or until all positions are filled. It will be used to fill immediate and future vacancies for this agency. There may be multiple cut-off dates with the first being 30 days after the initial opening date of 09152020. Additional cut-off dates may be established as needed until all vacancies have been filled. You qualify for the GS-15 grade level (starting salary 126,810.00) if you possess information technology related experience demonstrating each of the four required competencies Attention to Detail Evaluate procedures and methods for determining risks and vulnerability. Customer Service Serve as a technical advisor on program effectiveness, efficiency, policy, and direction. Oral Communication Maintain contact with industry stakeholders. Problem Solving Assess new systems design methodologies to improve software quality. In addition to the above requirement you must have at least one year of specialized experience at the GS-14 grade level performing the following duties Evaluating current IT security programs to improve policies and plans for IT security systems that minimize IT systems vulnerabilities. Implementing cybersecurity and privacy principles across the organization to meet requirements. Implementing internal controls to ensure IT security compliance and consistency across an organization. Advising internal and external customers on IT security strategies and plans. National Service Experience (i.e., volunteer experience) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional philanthropic religious spiritual community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
