Summary You will serve as a SUPERVISORY CONTRACT SPECIALIST in
the CONTRACTING DIVISION of NAV FACILITIES ENGINEERING COMMAND

conduct fact-finding to determine remedies in resolving contract
performance problems.--- You will administer contracts by
monitoring contract performance, preparing modifications, or
developing the necessary course of action to resolve issues
impacting contract performance.--- You will prepare negotiation
memoranda to explain the rationale and methods used in arriving at
the final settlement.--- You will manage pre-award functions for
procurements involving contracts of specialized services, systems,
or facilities construction.--- You will develop documentations and
criteria to substantiate government cost or negotiation
positions.--- You will assign work to junior employees based on
priorities, difficulty of assignments, or the capabilities of
employees.--- You will lead negotiations and resolve problems
related to procurement planning, source selection and contract
performanceRequirements Conditions of Employment--- Must be a US

2635.101Qualifications In addition to the Basic Requirements for
this position, your resume must also demonstrate at least one year
of specialized experience at or equivalent to the GS12 grade level
or pay band in the Federal service or equivalent experience in the
private or public sectorSpecialized experience must demonstrate the
following: 1) Performing pre-award functions for procurements
involving complex contracts of highly specialized, extensive, new
or innovative equipment systems, research, facilities construction
and services of significant importance to the agency; 2) Providing
guidance and interpretation to lower level employees on procurement
regulations, policies, and procedures; 3) Negotiating changes in
prices, terms and conditions; 4) Reviewing and preparing price
negotiation memoranda and business clearance memoranda; and 5)
Ensures all actions are in accordance with all applicable policies,
