Disability Options Job Summary:The Deputy Solid Waste Officer II
position is responsible for investigating complaints of illegal
dumping, illegal burning, and other waste related issues in the
unincorporated areas of Baldwin County. The position assists in
ensuring that Baldwin County residents are participating in the
mandatory solid waste collection program, adhering to Alabama State
Environmental Laws and County Resolutions. This position is
responsible for generating enforcement, attending Show Cause
Hearings and District Court proceedings for properties found to be
out of compliance. An employee in this position is frequently
exposed to outside terrain and weather conditions. Essential Job
Functions:Investigates and monitors illegal dumps, illegal burning,
or other waste related complaints. Acts as a liaison between state
and local regulatory agencies and/or departments to document and
tracks specific problem areas or sites to bring about a unified
resolution for all parties. Conducts on-site inspections to address
complaints of illegal dumping, illegal burning, and to ensure
participation in waste collection program. This will be
approximately half of the workload assigned to the
positionParticipates and presents cases during Show Cause Hearings.
Prepares summons for District Court complaints post Show Cause
Hearing under the direction of the Solid Waste Officer/Director of
Compliance. Coordinates with the District Attorney's Office on
pending court cases. Provides documentation to the Billing Office
to sign up non-participating residents. Maintains all documents in
an auditable and chronological state. Assists Director of
Compliance with collections operations as needed. Responsible for
the integrity of data and the confidentiality of
information.Administers the systems administration functions as
determined by the Director of Finance.JOB REQUIREMENTS Required
Skills, Abilities and Knowledge:Ability to communicate effectively
with customers. Ability to organize a heavy workload and accomplish
required tasks. Ability to produce reports with report writer
software (Crystal Reports).Ability to prepare effective written
correspondence and effective verbal skills.Ability to keep clerical
records and prepare accurate reports. Knowledge of SWDA procedures
as well as general office procedures. Computer skills in various
programs. Operate office machines such as a personal computer,
copier, 10-key calculator, etc. Math skills to perform basic
mathematical operations.Knowledge of basic accounting procedures.
Reading skills to understand various documents.Knowledge of filing
system. Ability to maintain various databases used for reporting.
Education and Experience:Must possess a valid Driver's
License.Associate degree or equivalent, in an environmental science
or related field. Five (5) years' experience in local, state, and
federal environmental regulations. Experience with civil and
criminal investigations desired. Experience with input and
maintenance of customer service and complaint tracking
databases.Experience in a service orientated field with heavy
customer service preferred. Special Requirements:Ability to work
under stress of recurring deadlines.Must be willing to work
overtime, weekends, and holidays to complete work within a
specified time.Willing to travel as required and adapt to different
work environments. Self-motivated and a team player.Performs all
other duties as required. Physical Requirements:This position
requires the employee to see well enough to read and write; hear
well enough to respond to verbal communications and speak well
enough to answer questions in a polite, courteous manner; Must have
sufficient vision and hearing to safely navigate work sites and
communicate effectively in noisy or hazardous
environments.Occasionally required to stand and walk with prolonged
periods of sitting at a desk and working on a computer with the
ability to reach with hands and arms; Must be able to walk, bend,
climb, move, and stand for extended periods across uneven, rough,
or slippery surfaces. Must occasionally lift and/or move up to 25
pounds. Requires the ability to operate, maneuver and/or control
the actions of computer and keyboard, equipment, machinery, tools,
and/or materials used in performing essential functions.Work
requires preparing and analyzing written or computer data and
observing general surroundings and activities.Must be able to
perform the duties of this position in various office
settings/locations when necessary. Tasks may be performed with some
exposure to adverse environmental conditions, such as extreme heat
or extreme cold, dirt, dust, pollen, odors, wetness, humidity,
rain, fumes, temperature and noise extremes, machinery, vibrations,
electric currents, traffic hazards, animals/wildlife, violence,
toxic/poisonous agents, disease, or pathogenic substances.
