POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES
(ESSENTIAL FUNCTIONS): Position Overview:
The SCADA Desk Operator monitors electrical transmission and
distribution systems, potable water systems, and wastewater lift
stations, as well as the entire Supervisory Control and Data
Acquisition (SCADA) system for proper operations. The SCADA desk is
staffed 24 hours a day, 7 days a week and 365 days a year.
Primary/Major Duties and Responsibilities (Essential
Functions):
- Receives trouble calls, by telephone or fax, from all regional
commands and initiates emergency and priority service work requests
into the MAXIMO computer systems.
- Answers emergency trouble calls and other types of after-hours
phone-calls and determines appropriate actions.
- Recalls on-call craftsmen to facilitate repairs on emergency
trouble calls occurring outside of normal working hours, weekends,
or holidays.
- Maintains various operational records and logs and produces
operational reports.
- Oversees the flow of information and reports, coordinates
actions when necessary, and ensures response plans are followed
during emergencies and natural disasters.
- Interfaces closely with the Utilities Manager to ensure key
operational matters are performed, communicated, and
documented.
- Monitors and oversees the primary electrical system, using
SCADA, receives system alarms, locates trouble areas, dispatches
duty high voltage electricians to problem areas, directs and
coordinates base switching, and performs remote switching and
control, using current policy, when requested to support duty high
voltage electricians.
- Observes variations in operating conditions pertaining to the
wastewater system, starting and stopping pumps to control the flow
of wastewater and maintaining proper levels using SCADA.
- Observes variations in operating conditions pertaining to the
potable water system, starting and stopping pumps to control flow
of water, while maintaining system pressures and levels using
SCADA.
- Dispatches duty water/wastewater craftsman to trouble
areas.
- Maintains a log of operations to reflect any/all system
concerns, and operational actions taken.
- Identifies SCADA operational malfunctions, request corrective
actions, and reports uncorrected malfunctions.
- Follows standard procedures and switching orders in accordance
with standard operating and safe switching practices.
- Accepts all electrical, water, wastewater, gas, fire, HVAC, and
steam outage requests only on the approved Fluor Federal Solutions
(FFS) Outage Request Form for FFS and Non-FFS outages.
- Coordinates all outages at the SCADA desk from cradle to grave
on the same work order number for all crafts/trades.
- Using drawings, traces and determines facilities affected by
outages, and then notifies the assigned Building Mangers and FFS
supervisors.
- Documents all Building Managers and FFS Supervisors contacted
on the Outage Request Form.
- Creates and sends emails from approved outage distribution
list(s) for all unscheduled outages using email. Then, updates
personnel by email on the status of the outage; ie. outage
complete, repair in progress, system back to normal, etc.
- Sets up scheduled outages by contacting the affected customers
and provides confirmation by email or other means.
- Prepares work orders using information, such as name, address,
building to be repaired, or service to be rendered using database
software to create service work orders from customer-provided
information.
- Opens and/or closes PM, SC/CM Work Orders, accurately during
assigned work-shift.
- Distributes work orders to craftsman, through their supervisor,
upon customer's request for service calls.
- Relays messages and special instructions to craftsman and other
departments using radio or telephone equipment.
- Performs clerical duties as required.
- Uses Safety Data Sheets to identify chemical
characteristics.
- Completes time sheets daily and accurately.
- Complies with all OSHA safety regulations and adheres to proper
codes and standards with a thorough understanding of safety
procedures related to Electrical Systems.
- Work also involves other duties as assigned.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
- Five years verifiable experience as a journeyman-level
high-voltage electrician with transmission and/or distribution
experience within the last ten years required.
- Experience should include the installation, operation,
troubleshooting, maintenance and repair of both energized and
de-energized overhead and underground electrical systems.
- Must demonstrate working knowledge of all operational
requirements associated with various types of field equipment such
as transformers, air switches, breakers, vacuum breakers, and oil
circuit breakers required.
- Must be able to quickly diagnose and respond to emergency
situations.
- Reading of electrical drawings/schematics required.
- Familiarization with standard operating systems including email
and word processing required.
- Work requires accurate computerized data base entry
skills.
- Use and operation of standard office equipment required.
